Report to the People

Looking Forward to 2001

Happy New Year!

I hope you all had a good time over the holidays and are looking forward to what 2001 has to offer.

As we struggle to fit back into our work clothes, though, we could perhaps spare a thought for those who did not have a break over Christmas. For example, the workers in the NHS, the emergency services and the retail sector, who work hard to meet our needs during the festive period, cannot spend the time with their families which some of us take for granted.

And, of course, the campaigners who are fighting to save Morton had precious little rest and relaxation.

But now that the tree has been taken down and the grim reality of our hastily made New Year’s Resolutions is beginning to dawn, our thoughts turn to the year ahead.

Last year, the Scottish Parliament began to tackle such long-standing problems as fuel poverty, homelessness and drug abuse. Other issues which were addressed included nursery places, law & order, student finance and problems in the National Health Service.

Indeed, the Parliament’s final action of the year 2000 was to pass the Transport Act, which will improve bus services, introduce concessionary fares for pensioners and create child-safe home zones.

But perhaps more satisfying than what the Parliament has done, is how it has done it.

The law making process in the Scottish Parliament means that a vast range of people have the chance to contribute to, and comment upon, the Government’s plans before they reach the statute book. And, over the past 12 months, more and more people, whether as individuals or as part of a group, have taken the opportunity to become involved in the Parliament’s work.

This is good for democracy and for the quality of legislation. A law which has received input from a wide range of people has a far better chance of being effective, than one which has been drawn-up by a small group of politicians.

This year, for example, the Scottish Parliament has set its sights on tackling the state of housing in Scotland. This is a complex matter which is very important locally and I look forward to more of you getting involved in issues such as this, having your say and helping influence legislation which really makes a difference to our lives.

All the best for the 2001.
